Vinh Phuc
Vĩnh Phúc (Vietnamese: [vǐŋ̟ˀ fǔkp] ) is a province in the Red River Delta of northern Vietnam.
Economy
The northern province of Vinh Phuc, one of the leading investment attraction provinces in the northern region, saw a slight year-on-year decrease in both domestic direct investment (DDI) and foreign direct investment (FDI) in the first nine months of the year, said Khong Thanh Cong, deputy director of the Management Board of Vinh Phuc’s Industrial Zone and Investment Attraction.
By the end of September, the province’s DDI and FDI was only as much as 64.7 and 73.3 per cent respectively of the same period last year. In the period, the province had to take back the land of two FDI and 22 DDI projects with the total investment capital of US$6.5 million and VND803 billion ($50 million).
The increasing capital of the existing FDI projects was only $28.6 million, in comparison to $81.5 million last year. The DDI sector also saw a year-on-year decrease of about VND350 billion ($21.8 million).
The investors' delay in waiting for the new Investment Law, which had been put into effect since July 1st 2006, was one of the reasons for the investment decrease in the province in the first nine months, said Cong.
Moreover, industrial zones such as Quang Minh and Kim Hoa faced difficulties in filling out the rest of their areas. Also, the infrastructure of some industrial zones as well as industrial groups didn’t meet the requirements of investors, Cong noted.
The province’s geographical advantage, which is located at the gate of the northern provinces to Ha Noi and near the northern key economic development area of Ha Noi – Hai Phong – Quang Ninh, is losing its appeal to investors, due to the fact that most of the best locations have already been registered.
There are dozens of pending projects with hundreds of hectares of land in the best locations. The capable enterprises, due to their late coming, are unable to find suitable locations for doing business.
This is an irrationality the province needs to resolve in order to enhance their investment attraction capability, say experts.
Vinh Phuc had a total of 437 in-effect investment projects with a total capital of VND20 373 billion ($1.3 billion), and $841.6 million by the end of August 2006. Vinh Phuc aims to become an industrial province by 2015.
